We found 11 quail eggs in our windowbox. They can't be more than 2 days old, but we haven't seen an adult quail in the area. Should we get a brood box and try to hatch them ourselves?

If you want to incubate the eggs, then yes. If adults aren't near for two days, they will not try to incubate them.
