There's not a whole lot of nutrition in rice to begin with, but yes, rinsing or soaking will cause some loss of nutrition. On the other hand, rinsing rice also removes some of the surface starch, making it less sticky. Good for long grain, not so much for short grain used for such or risotto. Soaking gives the rice a head start on cooking and yields a better texture.
