Cook on high for 2 to 3 hours or on low for 6 hours. It's a good idea to come back every 30 minutes when cooking on high or 2 hours when cooking on low to break up and stir the beef. Your beef may turn more gray than brown due to the water, but it is still perfectly safe to eat.
