The article says to stop when I get to the white piece, but I will have barely trimmed anything at all. In the video, they trimmed until the hoof was level, well past the beginning of the white. Which is safe for my goat?

The safest is what the video recommends. The basic rule of thumb is that you know when you're getting close to the blood supply or the quick when you see the hoof colour, as you trim, turning to a slight pink.
