How can I add more thickness to an existing rocking chair cushion before recovering? I don't want anything to shift inside once it starts getting a lot of use.

You may want to add a layer of quilt batting on top of the cushion before covering. Fix the batting in several places with a stitch of floss tied in a double knot. Then follow instructions to re-cover the chair cushion.
