If he disappears for long periods of time with no explanation, then no, he doesn't value you. It may be that he's involved with other people and then gets back in touch with you when those relationships don't work out. I'd strongly encourage you to just end this once and for all. Next time he trust to get in touch with you, tell him you're not interested in talking to him anymore. Otherwise, you'll be in this loop forever.
