I have prides of madeira growing in a big pot overlooking the sea, but I don't want them to grow too tall. Can I keep them short if I use a shallow soil bed?

If you do that, the amount of water available for the plant will be too high or too low, depending on how often you water it. It will then cause diverse problems.
