You need to edit the registry at HKLM/Software/Policies/Google/Chrome. The key responsible is named ForceYouTubeSafetyMode, set that to 0. This will last until the next group policy sync.

I’ve checked the task Manager and no Chrome processes are running. But I still get a message telling me to close all Chrome windows. Chrome won’t open, so I can’t access clean-up tools. What else can I do to uninstall Chrome?
