I’ve checked the task Manager and no Chrome processes are running. But I still get a message telling me to close all Chrome windows. Chrome won’t open, so I can’t access clean-up tools. What else can I do to uninstall Chrome?

Just try to reboot your PC, then open Chrome. Uninstall any extensions you have installed and then try.
