Not really, the plastic sheet will cover up the grass and block the sun. Even seeds need a bit of sunshine. If you live in a really hot area, cover the grass for the hottest parts of the day or use a clear/clouded cover. Fabric covers also work well since the area isn't completely covered and rain and sun can still get in.
