How can I get people to stop talking outside my apartment window late at night? My window is next to a walkway that many people use, often talking on their cell phone or with drunk friends late at night.

If it's not private property and/or the people talking live in the building and have access to that area, they have every right to talk there, as rude as it may be. Get some earplugs or a white noise machine.
