There is no official end to growth! Girls sometimes reach their final height by around your age. Others continue to grow through high school. So, no, it is not unusual for a 14 year old girl to be 5'5". When everyone else's height stabilizes, you might not even be one of the taller girls. Stop worrying, we humans come in all sizes and shapes. You are great the way you are.
