It is not a good idea and it is best not to place anything on the oven floor. This includes aluminum foil or metal cookie sheets. The floor of the oven heats up to a high temperature. Anything on top of it may damage the surface, or block the heat from coming to the set temperature. The racks are there to keep items away from the hottest parts of the oven and to allow air to circulate.
