I have a scooped necked tshirt with girl-cut sleeves. I want a tank with a straight horizontal neckline. Can this be done with a low scoop neckline already?

Start by removing the sleeves and see if that makes the fit better. You can't make the neck higher, but you can cut it wider and rehem if needed.
