If your car has manual transmission, you can coast anywhere and in any speed you want. The only limits are physics (coasting uphill may not move you forward), road safety and maybe the law. Aerodynamic draft will slow you faster on higher speeds, so you'll need more downslope to maintain 100mph, than 20mph.
