My daughter was playing with scissors with her friend and a huge chunk was taken off on one side most of her hair is stomach length and some is now shoulder height and she wont let me cut the rest?

I recommend taking her to a proffesional hair stylist with experience working with children. They can often work miracles and fix even the biggest of mistakes. An option that may be suggested is layering the hair to make it look more natural. If your daughter won't let you touch her hair, you could at least try someone else.
