The shadow is typically on the ground (unless it falls on a building, other trees, etc.), and it's much easier to measure a thirty foot shadow rather than taking a ladder and actually measuring the tree. Besides, the tree-tops would make it hard to measure accurately, since the leaves on most trees are always moving a little bit.
