The first starting place would be to try walking and heel exercises. Perform exercises that will help get your muscles pumping again. If that's not working, you can also try elevating your feet above your heart.
Take the child to the doctor so she can be properly diagnosed. Avoid using detergents with fragrance or harsh ingredients. Children have sensitive skin, and often cannot tolerate regular detergents.
