My pond is empty right now for repairs, and the lily pads are visible. The roots are very hard to pull out. Is there something safe to kill the pad? If I clip off the lily at the base, will it regrow?

You may want to use chemicals to kill the roots. If you clip the lily at the base, it will regrow.
