On a really windy day it might flap around a bit, but it will not really fly unless you use dowels or a similar support.
The only thing that can cause the kite to collapse is the side rod not being sufficiently connected to the lower rod. Also, the upper rod's airspeed velocity is less...
You'll need to cut the string and get a new kite, unfortunately.
A broomstick is too thick and heavy to fly.
