It is not necessary to clean a gas can; as long as it is being used, it should be fine. If the can has sat for some time and is degrading (plastic cans) or rusting (metal cans), they should be discarded, as they will contaminate your fuel system. As for the one with an oil-and-gas mixture, just add regular gas and you're good to go. They are both petroleum products and mix just fine.
