Budgies are vocal birds who love the sound of their own voice. Indeed, in the wild it's the noisiest male birds who win the attention of the female, so loud chirping is selected for when birds breed. Also, budgie chirping can be loud as it needs to be heard by others in the flock whilst the birds are in flight. Chirping is a sign they are happy so whilst it can be intrusive, it is a good thing.
