Universal's Island of Adventure construction cost was around 1 billion dollars in 1999. The cost of Disney's California Adventure was around 1.4 billion dollars in 2001. That was just to build the place, and doesn't count maintenance, marketing, merchandise, property taxes, training of the workers, insurance, and many other expenses. Today, you would probably need a minimum of 2 billion dollars to build a competitive park.
