Calculations:

Total number of employees in city D is 180

And, Total number of employees in city E is  330

Total number of employees in units is (6 + 4 + 1) units 

⇒ Total units = 11 units

So, 11 units = 330 employees

⇒ 1 units = 30 employees

Total employees in the HR department in city E is 

⇒ 6 units = 6 × 30 = 180 employees 

According to the question, we have

The number of employees in City D : The number of employees of HR departments in City E

⇒ 180 : 180

⇒ 1 : 1

∴ The ratio between the number of employees in City D to the number of employees of HR departments in City E is 1 : 1.
