As per Section 2(1)(c) of Consumer Protection Act, 1986, 'complaint' means any allegation in writing made by a complaint that
1. An unfair trade practice or a restrictive trade practice.
2. The goods/services bought/hired suffer from one or more defects/deficiencies
3. A trader or service provider has charged a price in excess of the price
4. Goods/services which are hazardous or likely to be hazardous to life and safety of the public when used.
