In a democracy, people have the right to freedom of expression which they do through strikes. Making strikes illegal would mean making their way of expression illegal. If strikes are conducted for the right reasons, they do not take undue advantage of democracy but they do justice to democracy by making their voices heard. If people are not allowed to strike, they would choose other violent ways to express themselves. Therefore, option 1 is the right answer.
