Censorship is necessary up to a certain extent for the security of the nation but beyond that it curbs the right to freedom of expression of the people. In a democracy, these rights should not be curbed as they keep a check on dictatorship. Internet also acts as a source of information for the masses and a complete censorship would lead to spreading of distorted facts. Hence, censorship is necessary but only to a certain limit and option 2 is the right answer.
