Design strength due to Rupture of Critical Section is governed by the Shear Lag effect and shear lag effect reduces the tensile carrying capacity.
When longer leg is connected to gusset plate, there will be shear lag on shorter leg and when shorter leg is connected to gusset plate there will be shear lag in longer leg and hence, design strength in these both cases will be different.
Design strength due to Yielding of Gross Section is based on total gross area of cross section of angle section which will not change in above both cases and hence, design strength remains same. Hence, option ‘2’ is true.
Block shear strength depends on many factors such as size and spacing of bolted connection, net area of cross section, type of fabrication, eccentricity and hence cannot be decided qualitatively and detailed analysis are required.
