Statement I - True
Here, Quick test refers to Quick shear test or Un-consolidated Un-drained test.
In this test no time is allowed to the soil sample to consolidate either before or during the test because the soil sample is sheared immediately after application of normal load. Due to this, there is no change in void ratio of soil sample, hence, no change in water content of soil.
Statement II - True
The drained triaxial shear test is conducted in order to determine the shear strength parameters like cohesion (C) and internal friction angle (ϕ) of a soil. There is mechanism to measure the pore pressure of water and hence, effective stress can also be calculated easily using the following relation:
Effective stress = Total stress – pore pressure
Where Total stress is already known and pore pressure is measured in triaxial shear test.

Strain controlled shear tests are preferred as compared to stress controlled shear tests because of the following reasons:
1. In strain-controlled tests peak shear resistance at failure as well as lesser shear resistance (at a point after failure so-called ultimate strength) can be observed and plotted. In stress controlled tests, only peak shear resistance can be observed and plotted.
2. We can control rate of loading in better way in strain controlled test.
