Using the above rules The Row 1 can be 

Row I: 28, 19, 12, From left to right the even number followed by odd number. So, use the rule iv

⇒ (28 - 19) = 9

Row I: 9, 12 From left to right the odd number followed by even number. So, use the rule iii

⇒ (9² - 12) 

⇒ 81 - 12 = 69

Row I= 69

Using the above rules The Row 2 can be 

Row II: 13, 7, 32 From left to right the odd number followed by odd number. So, use the rule ii

⇒ (13 + 7) 

⇒ = 20

Row II: 20, 32 From left to right the even number followed by even number. So, use the rule i

⇒ (32 - 20)

⇒ = 12

Row II = 12

Average of Row I and Row II are = (69 + 12) ÷ 2

⇒ 81 ÷ 2

= 40.5

Hence, "40.5" is the answer.
