If he had bought for 23% discount instead of 21%, he would have saved Rs. 70

Formula used:

Selling price = Marked price × (100 - D%)/100

Calculation:

Let the market price of a chair be Rs.m.

First discount = 21%

Price after first discount 

= m - m × (21/100)

= 79m/100

New discount = 23%

Price after new discount

= m - m × (23/100)

= 77m/100

According to the question

⇒ 79m/100 - 77m/100 = 70

⇒ 2m/100 = 70

⇒ m = 3500

Pankaj bought a chair after 21% discount = 3500 × (100 - 21)/100

⇒ Pankaj bought a chair at 35 × 79

∴ Pankaj bought the chair at Rs. 2765.

70 = (23 - 21)% of m

⇒ m = 70 × 100/2

⇒ m = 3500
