In order to set up a Skype account, the following steps should be taken:

1. Visit Skype's website at skype.com and click the "Get Skype" button.
2. Choose whether you want to download Skype to your desktop or install it to your mobile device. Select the download or installation option for your device.
3. After the software has been downloaded, open the application and enter your email address.
4. Create a username and password for your account and click the "Sign Up" button.
5. Enter the required information, such as your name, phone number, and birthdate.
6. Verify your account by inputting the code texted to your phone number.
7. Go to your contact list and add your desired friends.
8. Your Skype account is now set up and ready to use!
