Why do I have to make dowel pocket attached to the lining? Why can't I just sew through both materials at once to make pockets?

Because you'll then see the rows of stitching on the front of the blind. It might work with a highly-patterned fabric that would hide the stitching, but on a plain fabric it would look bad when the blind is down.
