What do I use to draw a perfect circle? Also, is it better to use a photo reference or to memorize the photo?

Perhaps consider purchasing a drawing compass, or trace a round object that is a similar size to the circle you desire (for example, you may trace a penny for a pupil), to achieve the appearance of a perfect circle. As for your second question, there really is no wrong or right way. You could have a photo reference on-hand if you're trying to copy the photo. However, if you are simply basing your sketch off another, memorize the photo. Whichever works best for you.
