My vines are long and not growing any leaves. How do I encourage them to grow?

First, you must identify what kind of vine you have. In most cases vines want to climb, not hang, and they will try to crawl along the ground, rooting at the nodes until they find an acceptable vertical surface, be it a wall or tree or even another plant. It might just be best to cut off all the long leafless runners and see what the new growth does.
