I opened Instagram in Google Chrome but there was no + sign anywhere. Followed all the steps, no + sign at all.

Make sure you follow the steps EXACTLY. You have to be at a website other than instagram.com when you turn on developer tools. If you're at the Instagram website when you do that, you won't see the +.
