In all trump, can any suit trump another suit (with a higher card)? For example, I play ace of hearts and the opponent has no hearts. Can the person trump with a 9 or jack of diamonds?

In all trump or no trump, you follow suit. If you don't have a suit that has been played, you just throw off. There is no trump.
