Most municipalities and counties do not allow the production or preparation of food from a home. This is because a city/county/state health license must be obtained via inspection of the facility. Homes do not qualify as proper facilities. However, that is not to say that many budding caterers just starting out do not use their home in some capacity (prep, dishes, etc). A proper facility can be a restaurant, warehouse, kiosk, or other type of facility including trucks and carts. Usually the base requirements for "cooking and prep" are appropriate ventilation, cold storage, freezer space, proper hot holding temperatures, sanitizer levels, hand sinks, drainage, and oil disposal.
