Boning can be attached to a zippered skirt. Follow the article instructions for installing the boning, In the article, the skirt is essentially a tube of fabric so the waist area is the same width as the hem. If you are making a tapered version, add 6-8"/15-22 cm to the hip number, which is the largest measurement. This is also the waist size. Anything less and there will be no wiggle room to get in and out of the skirt.
