Presuming you've read the article and performed the suggested repairs, with no or little improvement, your only remaining option is to remove the trim around the windows and to cut open (if not open) the window perimeter gap by removing the 1/2" of plaster or drywall. This gap would need to be cleaned out and then Spray Can Foamed to address that air and therefore sound leak.
