I removed soil from a raised vegetable bed to expose roots of brambles. This soil has large clumps of fibrous roots and some woody roots. Can this soil be reused, or will the root material produce new growth?

The soil can be reused; it is unlikely any of the roots will sprout new growth. If you are worried about it, pour boiling water on it to kill the roots.
