My upstairs neighbour sleeps during the day and makes excessive noise (running, jumping, dragging furniture around) every night from 10 pm to 5 am. Its is so loud I can't sleep in my own apartment.

Take a broom to wall or wherever they are, and bang loudly as you can. It may cause them to quieten down. If not, you can go to the apartment building owner and make a complaint.
