Lack of motility in semen indicates he is definitely not ready to be used for breeding yet, and needs more time to grow. The bellowing is him getting "turned on" by the electro-stimulation, giving him the erection and ejaculation. It doesn't mean he's in pain - although if you're too aggressive with the machine, he may feel more pain than anything else from it.
