For simplicity, let's say the constitution has only 10 sentences. If you cite sentence 6 twenty times, then you must have one entry in your bibliography and twenty links to it in your text. But if you cite each of the 10 sentences once, you'll have 10 separate entries in your bibliography. This is because you want to reference to the chapter and paragraph, not just the whole work.
