Thread a small-diameter section of rebar through two pieces of metal piping, letting the pipes intersect exactly at the point you want the rebar to bend at. Next, use weights on one side to keep the rebar fixed, and use manpower on the other side to bend it up, down, or to the side. Another way to do it is by using a vice or other movement-inhibiting device on one end and and then using a cheater bar or manpower to bend the unfixed end in.
