I had a journeyman and master electrician license in Texas until 1997 when I moved out of state. Can I be grandfathered in?

Possibly. Call the Texas Department of Licensing and Regulation and ask about your specific license. They may be able to grandfather you in. Texas does have grandfathering laws on the books for electricians, but it's on a case-by-case basis.
