Prom queens and kings aren't necessarily chosen based on "best dressed," it's really more of a popularity contest. Try to be as friendly as you can with people, act like a good role model, and present yourself nicely to have a good chance of becoming prom king/queen. (Dressing well can help, but it is not the main factor for determining prom queens/kings.)
