It's probably the connections. Get a multimeter and try to find voltage under illumination of your cells. Figure out if the cells are in serie or in parallel. Start troubleshooting with one cell to determine if you are using the right contacts, then connect a second cell and figure out if the voltage is doubled (serie) or the current is doubled (parallel).
