You can enable boolProp and drag your Sim's relationship bar to adjust it. If you have Nightlife installed, you can also enable boolProp, spawn the Sim Modder, choose the Relationships option, and set the desired relationship. (Some hacked objects, like the SimBlender, also allow for you to edit Sim relationships without having to make your Sims interact.)
