Yes, a horse's teeth keep growing throughout their life. Their teeth are what is known as "open rooted," which means they continue to produce new enamel, in much the same way that hair grows in people. Mother Nature has fixed it so that the rate the teeth are worn down through chewing on grass or hay, is matched by the rate of growth of the root. In contrast, people, dogs, and cats have "closed root" teeth, which means once the teeth is formed the root shuts down and so a missing tooth can't be replaced.
